Build a business process / technology or to hire highly motivated staff?

Example of W. Edwards Deming.

It was the American scientist who worked with quality problems in manufacturing. We can say that he is the father of the concept of "lean manufacturing", and the main Japanese Award, which is awarded to enterprises for outstanding achievements in improving the quality, bears his name.
So, Deming was a passionate advocate of the right technology. And at his seminars, he showed clearly why the motivation without technology is not worth anything.
First, he asked the participants - and it was the guys in ties, directors and senior managers, many with a diploma MBA, list all of them well-known methods of motivation. And writes a column.
Then he invites a person from the audience, tying his eyes and gave him a bowl of balls ping-pong table - white and red. And I asked to select ten red. The man, of course, could not.
Then Deming started to go through the list of ways to motivate:
-Materialnaya Motivation! I'll give you $ 10 if you choose only the red balls!
-negative Material motivation! I will fine you $ 10 if you choose at least one white ball!
-Emotsionalnaya Motivation! Johnny, I believe in you, you're a cool guy! I know that you choose only the red balls! Friends, let's chorus: "Johnny! Johnny! You're cool! You can do it! "
-Karernaya Motivation! I persuade your boss to increase your career if you choose only the red balls!
-Motivatsiya Vacation! I'll let you go home early if you choose only the red balls!
But, surprisingly, none of the methods of motivation does not help a person to perform the task. And then Deming explained to the audience that if no clear technology to do the work, motivation, at best, gives unstable results, and more - helps as dead poultices. And then he talked about how to develop the technology.
